Seeing the need for a new hero group in Chicago, Larry Carter set out to find individuals brave enough to defend the city. Four men stepped forward to accept the challenge: Midnight Cross, Pallequin, Dynamo (later known as Ravenclaw) and Howler. Over the next two years, the membership fluctuated as new blood came it, tragedy was dealt with, and most of the founding members moved on to other adventures. However, the spirit of heroism and the dedication to the city of Chicago continued on with a mixture of young and old heroes. Eventually, though, the membership dwindled, but the Champions of Justice had taken notice and folded the organization into their own.
