Comprised of a large collection of previously independent villains, former mercanaries, more than one would-be-master villain, the entirity of both Natural Disaster and the Destructors, and former members of teams like Havok, the Outcasts and the Malevolent 7, it is one of the largest villain groups known. Commodore Xerxes had tried assembling armies of villains in the past. This time, he coordinated with Bart Matthews (and Matthews stooge Gregory Bishop), and his old allies the transdimensional Birdmen, to organise his army within the walls of both Radke and the PITT. Utelising cannibalised Xehnian technology, they were able to conceal the prison escapes. The villains themselves started doing favours for one another, leading to many crimes with hard to detect motives.
