As the Millenium turned, tensions between the French-Canadians of Québec and the English-speaking population of Canada. After several years this cumulated in a referendum for the cessession of Québec from Canada passing, with secret aid from I.O.G.W.P.. A side effect of this is that both the new Québecois government and the Canadian government wanted to ensure the loyalty of the paranormals within their borders. As a result, both Canada and Québec now have the own government-sponsored super teams.
