When the Hawk were folded into the Champions of Justice, some of the Hawk concluded, or learned, that didn't really fit into the larger, overt organization. Over time through bonds of friendship, shared enemies and shared secrets several of these heroes migrated to the Candleton, KY-Kennedy, IL-Fort Benard, IN region on the Ohio river. Joining the other vigilantes and heroes who already lived in the region, a team of heroes who prefer to work in the dark emerged. They are the Shadow Hawk.
