Complications:
Collarbone's connected to the... - The non-hook end of the chain is attached to Nova's left collar bone. Generally, this negates the chain from being Removable (see Feature), although the chain is still breakable. It also means that if somone really wanted to remove the chain, they could do so by inflicting a severe injury on Hell Rider.
Power Complication - Some drugs have particularly potent effects on Hell Rider due to his altered metabolism from PHAST.
Social Misfit - Hell Rider has a heavily-scarred face, which he sometimes covers with a skull facemask. People tend to have a very negative reaction to his appearance. Add on top of this the fact that he is a viscious, overconfident, vengeful, insane casual killer, and he doesn't quite fit into society.
Arrest Warrant - Hell Rider is wanted by local and federal law enforcement agencies.
