Diplomatic Prejudice - Dongcai is a citizen of the Republic of China (Taiwan); there's a large populous nation (People's Republic of China), that sees him through unkind eyes; particularly the People's Liberation Army Para-Force.
Working for the U.N. - Wanting to help people and working for the U.N. are sometimes often mutually exclusive.
Political Questions - The PRC is still keeping Taiwan out of the United Nations. Having an UNDI member who is a citizen of a non-member country causes many diplomatic headaches.
