Complications:
Freedom - Kwang-suk Choh is one of the few non-modified members of the Lords of the Zodiac. As such, he is able to go out without being recognized. He would be hard to replace, though, as the suit is designed to fit his short stature.
Honor - As one of the few members of the Lords of the Zodiac who came from a non-military background and is able to go out among the people, Choh is able to see and recognizes the poverty that most Koreans live in and the desparity between the regime and the common class.
Power Loss - Without his armor, Lord Rat is powerless.
Size Matters - Choh is short, even compared to other Asians.
Reputation - In North Korea, he is known as a member of the Lords of the Zodiac and protector of the People.
Wanted - Outside of North Korea, the Lords of the Zodiac are seen as a foreign threat at best, terrorists at worst.
