East St. Louis is the most crime-ridden cities in the United States. Over the previous five years, it has led the country in homicides, which was a strong contributing factor of its population dropping over five thousand over those five years. With the crime rates so high, no one noticed when a group of mobsters moved in and organized all of it under their leadership. Their leader, a criminal mastermind, had gathered a group of trusted lieutenants to run things for him. Those lieutenants, in turn, have people that work for them, and so forth. So when the lieutenants vanished, those under them reported directly to Doctor Sin.
