ALISTER INSTITUTE FOR THE CRIMINALLY INSANE

In 1985, a psychologist named Gordon Alister decided that super human criminals who suffered from psychological problems were not getting the proper rehabilitative treatment in prison. Therefore, he received permission from the government to open the Alister Institute for the Criminally Insane and maintains the position of Head of Operations to this day.

Located at a refurbished mining camp just outside of Germantown, Tennessee, Alister is focused mostly on the care and curing of the super criminally insane rather than on security. An electromagnetic fence surrounds the grounds, with each cell specially designed for each prisoner. While the living quarters are technologically secure, the grounds and surrounding area prove no match for those who are intelligent enough, or insane enough, to get by the free hand Alister provides its inmates. Consequently, they do not hold the same record of maintaining prisoners as the other incarceration facilities. To date, every prisoner has escaped Alister at least once, with many of them being repeated offenders.

During the extradimensional event when the Earth was stolen, natural disasters from the two global teleportations severely damaged the Institute, leaving it in shambles. At current, committees have formed to debate if it is worth rebuilding the facility, or if the funds should go toward a new, more secure hospital for the clinically insane parahuman. Some lobbyists are pushing for inmates to be put into Radke instead of a seperate facility. To test this theory, Alister prisoners will be sent there pro temp until a final decision is reached.
