As Commandant Pouvoir became Europe's most prominet super-hero, he recognised that he couldn't be everywhere he was needed at once. And as the dream of the European Union became a reality, he realised that the time for an autonomous team that would preserve and protect Europe, made up of the best and brightest of the European parahuman community was the answer. Using his popularity, he quickly found financial backing, and assembled Euroforce. His own modesty keeps him from taking on the formal leader position, but the team still often turns to him for guidance. German citizen Gunnar Schütz is the group's civilian administrator and media liason. Recently it was learned that Commandant Pouvoir was secretly Gravatar AKA Michael Gardner, the leader of I.O.G.W.P.
