Bylaws
Section I: Policy and Operations
A.All Champions of Justice shall, at all times, endeavor to adhere to the principles of the Champions of Justice Charter and follow the rules, regulations, and spirit of these bylaws.
1.These bylaws may be amended or revised, when necessary, by the Executive Board of the Champions of Justice. Amendments may be proposed by any active Champion of Justice. Amendments shall become a binding part of these bylaws upon approval by unanimous vote of the Executive Board.
a.Active Membership shall be further defined to the current number of serving members of the Primary Team and the current number of serving members of the Secondary Team.
B.No Champion of Justice shall be required to surrender knowledge of his or her civilian identity or personal affairs to the membership at large.
C.The Champions of Justice shall be lead by an Executive Board, consisting of no fewer than two members of the Primary Team (Field Commander and Chairman). The Executive Board may have as many members as is seen needed by the Executive Board. It shall be the duty of this board to coordinate all Champions of Justice activities whether business or tactical in nature.
1.The positions on the Executive Board shall be open to any Active Member who has passed his or her provisional membership period (see Section II - Membership).
2.The Executive Board may serve for a term of one year with no limit to the number of successive terms they can serve. The election to the Executive Board will be conducted by the other members of the Board and will be excepted by unanimous decision.
a.If circumstances cause an Executive Board member to stop being an Active Member, he or she will also leave the Executive Board.
3.It shall be the privilege of the Executive Board to call special meetings as they see fit and to determine the format of meetings.
4.Presently, the Executive Board has four seats: Field Commander/Co-Chairman (Turbo), Exchequer/Co-Chairman (Morning Star), Chief of Operations (Count Zero), and Personell (Megaman).
Section II: Membership.
A.Recognizing that the membership of the Champions of Justice may be subject to, and, indeed, might profit from change, procedures for the addition of members shall be set forth.
B.Candidates for membership must be legal adults, possessing at least one skill, power, ability, or talent which is deemed valuable by a majority of the Active Membership.
1.Membership shall not be denied on account of race, color, creed, sex, or condition of birth or origin.
2.Candidates for membership must be nominated by one Active Member in good standing at a regular or special meeting. Election for membership must be held within one week of nomination by the Executive Board. A two-thirds vote is necessary for election to membership.
3.Newly-elected Champions of Justice shall serve a provisional membership period of, normally, not less than six months. In the case of a full complement of Primary Team members, no provisional member shall be given full membership.
a.During the provisional membership period, a special committee consisting of two Primary Team members and two Secondary Team members shall investigate the candidate's public record for any violations, breaches of trust, or depredations, legal or moral, which may preclude said candidate from assumption of full active status.
b.While on provisional membership, the new Champion of Justice shall have limited access to Champions of Justice records and facilities.
c.At the end of the provisional membership period, the new Champion of Justice shall assume full active status, unless objections are raised by any Active Member.
d.Under special circumstances, a provisional membership period may be truncated by the unanimous decision of the appropriate special committee and the Executive Board.
4.Candidates for membership who are under the legal age restrictions for legal adults can be made a Champion of Justice-in-training, or Trainee, under the same guidelines as a provisional member until their assumption of legal adulthood.
a.The member who nominates a trainee shall be the trainee's sponsor. It shall be the sponsor's responsibility to oversee the trainee's development and training as a Champion of Justice.
b.The trainee shall undergo a probationary period of not less than six months at the onset of his or her association with the Champions of Justice.
c.The trainee is required to be a student in good standing in, or a graduate of, a legally recognized education program.
5.Members who undergo a radical shift in skills, power, ability or talent shall be subject to a review by the (remaining) Executive Board to see if their remaining skills, powers, abilities and talents are still valuable.
C.The Champions of Justice shall select new members whenever the Executive Board determines that the ranks are not at optimal strength, or when there is a vacancy in the ranks.
1.It shall be the prerogative of the Executive Board to limit the number of Active Members.
a.The default number of members on the Primary Team is currently set at twelve.
b.The default number of members on the Secondary Team is currently set at twelve.
D.Primary Team Champions of Justice shall be the designation given to those Champions of Justice who are full time members.
1.Primary Team Champions of Justice shall be required to log all individual cases into the main computer file, that the entire membership may benefit from the individual's experience.
2.Primary Team Champions of Justice shall be issued a Champions of Justice identification code and computer signal device/identification card.
a.Primary Team Champions of Justice shall be required to meet all calls to gather. If unable to meet, the Champion of Justice must notify an Executive Board member. Failure to respond coupled with failure to notify an Executive Board is grounds for immediate suspension of privileges and must be dealt with by a tribunal of all Primary Team members.
b.Executive Board members, other than the Chairman, unable to meet should inform Chairman. If the Chairman is unable to respond, he or she should inform the Operations Officer.
c.Primary Team members who miss an emergency call without good reason may be subject to disciplinary action.
3.Primary Team Champions of Justice shall be expected to cooperate with other law enforcement agencies. No Champion of Justice shall be considered above the law.
4.Primary Team Champions of Justice will receive certain compensations, including the availability of stipends and a retirement fund.
a.Primary Team members shall be entitled to free medical and life insurance benefits.
b.Primary Team members shall be provided with private quarters where they, if so choosing, may reside. Unlimited meal privileges shall be provided for live-in members. This privilege may be extended to their immediate families.
5.Primary Team Champions of Justice shall be granted unlimited access to the Champions of Justice headquarters, vehicles, computer records, and any other facilities of the organization.
6.Primary Team Champions of Justice shall, at all times, act in a manner befitting that of a guardian of the public trust.
7.Primary Team Champions of Justice shall have a vote in Champions of Justice proceedings.
8.Primary Team Champions of Justice shall have the authority to call emergency meetings.
E.Secondary Team Champions of Justice shall be the designation given to those Champions of Justice who regularly assist the organisation in ways other than field work, and are on call for special missions or emergency assignments.
1.Secondary Team membership shall be limited to those members who have abilities valuable to the team's operation, and wish to concentrate on those abilities, rather than primary field work .
2.Secondary Team Champions of Justice shall not be required to log their individual cases, though they shall be encouraged to do so.
3.Secondary Team Champions of Justice shall be issued a Champions of Justice identification code and computer signal device/identification card.
4.Secondary Team Champions of Justice shall be receive certain compensations, including the availability of stipends.
5.Secondary Team Champions of Justice shall have unlimited access to Champions of Justice headquarters, files, equipment, etc.
5.Secondary Team Champions of Justice shall be granted access to private quarters and remain active in the Retirement Fund.
6.Secondary Team Champions of Justice may join the Primary Team status at the discretion of the Executive Board, if they so petition and are accepted by majority vote of the Board.
7.Secondary Team Champions of Justice shall be given priority over provisional members in the filling of vacancies in the Active Membership.
8.Secondary Team Champions of Justice may retire by notifying the Chairman.
9.Secondary Team Champions of Justice shall have a voice in Champions of Justice proceedings.
10.Secondary Team Champions of Justice shall have the authority to call emergency meetings.
F.Reserve Team Champions of Justice shall be the designation given to those Champions of Justice who are part-time members, on call for special missions or emergency assignments only.
1.Reserve membership shall be limited to those members who have fulfilled an active term of duty of not less than six months, and who wish to limit their connections with the group.
2.Reserve Champions of Justice shall not be required to log their individual cases, though they shall be encouraged to do so.
3.Reserve Champions of Justice shall retain their Champions of Justice identification codes and signal devices.
4.Reserve Champions of Justice shall be receive certain compensations, including the availability of stipends.
5.Reserve Champions of Justice shall have limited access to Champions of Justice headquarters, files, equipment, etc.
5.Reserve Champions of Justice may be granted access to private quarters and remain active in the Retirement Fund with the approval of the Executive Board.
6.Reserve Champions of Justice may return to Primary Team status at the discretion of the Executive Board, if they so petition and are accepted by majority vote of the Board.
7.Reserve Champions of Justice shall be given priority over provisional members in the filling of vacancies in the Active Membership.
8.Reserve Champions of Justice may retire by notifying the Chairman.
9.Reserve Champions of Justice shall have a voice in Champions of Justice proceedings.
10.Reserve Champions of Justice shall have the authority to call emergency meetings.
G.Honorary Champions of Justice shall be the designation given to those individuals who have earned the right to be members but are unable to participate as a Champion of Justice regularly.
1.Honorary members shall be issued a identification code and signal device.
2.Members who leave regular Champions of Justice activities due to membership in another organization of similar purpose are to be considered Honorary members.
3.Members whose base of operations is beyond the planet Earth are honorary members.
4.Honorary membership can be bestowed post-humously.
5.Provisional members who decline Active Membership shall be considered Honorary Champions of Justice.
6.Two-thirds vote by the Executive Board is required for any other individual to be an Honorary Champion of Justice.
H.Inactive Champions of Justice shall be the designation given to any member who has resigned from the Primary, Secondary, or Reserve Teams.
1.Any Champion of Justice may resign by simply notifying the Chairman of his or her intent. They shall retain their identification code and signal device, although the identification card function shall be rendered inoperative.
2.Any Primary, Secondary, or Reserve Champion of Justice who is incapacitated or who moves from the organization's normal jurisdiction shall be granted an honorable discharge and placed on the Inactive Roster.
3.Inactive Champions of Justice may be granted limited access to Champions of Justice equipment and facilities only at the discretion of the Active Members.
4.Inactive status shall be considered the same as indefinite leave of absence.
5.Inactive Champions of Justice may be reinstated only if there is a vacancy in the Primary Team, and then only if elected by a two-thirds vote of the Executive Board.
a.Inactive Champions of Justice may be reinstated to Secondary Team status by the Executive Board.
I.Motions for disciplinary action against any Primary Team, Secondary Team, or Reserve Team Champion of Justice may be brought by any other active Champion of Justice.
1.In the event of such an accusation, the Chairman shall convene a board of inquiry, comprising a simple majority of the Active Membership (minus the accuser.)
2.Disciplinary action shall begin with suspension, with the option of further trying the accused before a tribunal of all Active Members.
a.Tribunal processing shall be conducted in the manner of a military court-martial.
b.Maximum punishment to be brought on the accused by such a tribunal shall be expulsion from the Champions of Justice.
c.A two-thirds vote shall be necessary to expel a member from the Champions of Justice.
3.Primary, Secondary, and Reserve Champions of Justice may be expelled, with no possibility of reinstatement, on the following grounds:
a.Conviction for any crime above a misdemeanor.
b.Deliberate betrayal of Champions of Justice.
c.Criminal acts of negligence not convicted for, but witnessed by at least one Active Member.
Section III: Meetings.
A.The Executive Board shall meet regularly, at least once a month, at the Champions of Justice headquarters. Any Champions of Justice who have official business may do so at this time.
B.Emergency meetings may be called at any time, but emergency meetings shall not be considered a replacement for a regular meeting.
C.In the event that a Champions of Justice mission is in progress at the time of a regularly-scheduled meeting, the meeting will be rescheduled.
D.The full membership of the Executive Board shall be required to make a meeting official.
Section IV: Punishment of Criminals.
A.Champions of Justice shall leave the punishment of perpetrators of criminal activity to the appropriate agencies of the law.
B.The Champions of Justice shall not abridge an accused's right to a fair and speedy trial.
C.The Champions of Justice shall abide by the decisions of the law, and will not take upon themselves any aspect of the punishment process.
Section V: Affiliations
A.The Champions of Justice shall maintain open and reciprocal relations; including joint limited access to computer data over the secured data line known as HeroNet; with the D.C. Defenders, the Gateway Guardians, Force d'Orleans, the Aces, and Eclipse.
1.An effort shall be made to establish open and reciprocal relations with organizations of similar purpose who are not on the above list, such as the American Rangers.
B.The Champions of Justice shall maintain open, co-operative, reciprocal relations, including joint access to computer data, with the United Nations Intelligence Taskforce as well as state and local law enforcement officials; especially the Strikeforce divisions of many local police departments across the United States.
C.The Champions of Justice shall maintain a co-operative relationship with various penal institutions; including, but not limited to, Radke Ultra Security Penitentiary, Pennsylvania Incarceration Taskforce Center, and the Gordon Alister Institute for the Criminally Insane; to ensure a continued regular exchange of information.
D.The Champions of Justice shall endeavor to maintain a co-operative relationship with the interstellar law enforcement agency the Star Knights, despite the fact that Earth is technically out of their jurisdiction.
Section VI: Security
A.No Champions of Justice member will be expected to answer questions relating to those that would reveal that members secret identity or compromise the security of that member's native country. They will be expected to cooperate with any other recognized governmental organization about any other information gathered.
Section VII: Disproportion
A.The Champions of Justice organization may be disbanded only by order of the unanimous vote of the Executive Board. In the event of disbanding, all Champions of Justice properties and facilities shall revert to the Patricia O'Neil Foundation, Remington Enterprises, and Lexington Incorporated.
