When President Franklin took office after the impeachment of Mahn, she requested The Shield join her Secret Service detail. Given the recent events (Andrew Mahn, Neils Patsen, the Viper assassinations), it was deemed a good precaution to have a parahuman involved in protecting the leader of the free world. When that arrangement worked out well, Agent Buckler suggested recruiting a few more heroes to add protection to other heads of state and approached the DC Defenders, leading to Bouncer joining the staff.
