Complications:
Patriot - Wilcox believes in his country, right or wrong.
Relationships - General Wilcox is very proud of his son Walter. There relationships is a bit strained, mostly due to William being an old-school parent. The doting should come from the mother, and all of that stuff. He realizes that this mindset will have to change, now that his wife has been murdered by Miss Direction.
Unique View of Parahumans - Wilcox recognises that not everyone is cut out for the military, and that people inclined to become independent crimefighters are generally not meant for it. He has made it his mission to keep the United States super heroes a usable defense resource, without making them compromise their beliefs.

General Wilcox is based on the character created for the Super Friends cartoon series and adapted to the RC Universe by Ken Hallaron. He is an NPC.
