Dimensional Vulnerability, Part 2 - All residents of Earth-Y are particularly vulnerable to mental effects coming from Earth-K native minds. Mind Reading and other effects used by Earth-K natives get +5 effect.
Arrest Warrant - Samhain is wanted by local and federal law enforcement agencies.
Background: Sam Hane was the son of a couple witches who offered him as a sacrifice at age 7, on Halloween. He was possessed by the evil spirit, and promptly went apeshit on the coven. When the cops arrived, he was the only living thing for a mile in any direction. Since he couldn't talk, they institutionalized him (when all he wanted was a Pepsi, but they wouldn't give it to him...) On his eighteenth birthday, he got up, ripped the door to his room off it's hinges, and killed anyone who got in his way as he left. His tactics are extremely straight forward. Stalk target, kill target.
Samhain was adapted by John Bird, based on the character from the Villains and Vigilantes sourcebook. Conversion to Mutants & Masterminds done by Ronin Army poster Proditor. He is an NPC.
